Set ZCA_CONTACT_ADDRESS_REQUIRED_ENABLED to "No" or "Required for Customer'
User create a contact without an address.
When attempting to alter an address-less contact, changes can only be saved once. The second time the user updates an address-less contact
the following error occurs.

This location 300000011523110 is invalid. Use a valid location from the HZ_LOCATIONS table

The issue can be reproduced at will with the following steps:
1. Create contact and enter only First Name/Last Name
2. Save Record.
3. Contact is successfully created with a blank Line on the Address (Multiple Addresses) section.
4. Update a field on the created Contact and click Save.
5. Error on Contact is encountered.

The issue has the following business impact:
Due to this issue, users cannot maintain or update a contact multiple times.
