Participant Not Displaying In Reports And Dispute UI (Doc ID 2037719.1)

Symptoms

Manager (Nicole) can not see the second level of direct report participant (Gillian).
Gillian reports to James who reports to Nicole.

EXPECTED BEHAVIOR
Nicole should be able to see all sub level HCM direct reports.

STEPS
1. Assign the HCM hierarchy via Manage Users
2. Manage runs a custom BI report. The Participant list of value (LOV) is missing Gillian and James.
