Troubleshooting Steps
 1. Verify that the user has permission to view and manage Pools with the appropriate constraints.
 2. If the user type permission to view or manage Pools is restricted with the constraint If this user is the pool owner or a pool user, verify that the user is the pool owner or in the pool user list.
 3. Verify Talent Pool feature is enabled.
