On : 11.1.9.2.0 version, Global Human Resources

ACTUAL BEHAVIOR

User accounts are not created in OIM after running Send Pending LDAP Requests

EXPECTED BEHAVIOR

User accounts are not created in OIM after running Send Pending LDAP Requests

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Loaded employees via spreadsheet loader
2. Ran process Send Pending LDAP Requests
3. Process completed successfully however user accounts are not created in OIM
