1. Employee rate is defined at Rate Schedules
2. Organization costing rules
3. Labor costing rules

STEPS
------------
The issue can be reproduced at will with the following steps:
1. Procedure Followed for Uploading Labor Expenditure Batches
 Create Labor expenditure batch
  Entered the details in the Excel Template
2. Exported the Excel Template
 Export - Number of uploaded items: 1
 Found that ‘Rate was not defined for the person’ as shown below
