Fusion Profile Management: Approve/Reject Link in Email Notification in Japanese Does not Work in Outlook (Doc ID 2040634.1)

Symptoms

When the employee changes their profile data on Japanese instance, the approver receives Japanese email notification.
Then click Approve or Reject link using Outlook 2007 or 2010 nothing happens.
It opens using Outlook 2013 or thunderbird, it works and open new mail for approve or reject the request.

Steps:
1.Employee changes their profile data
2.Approver receives Japanese email notification
3.Approver open the email using Outlook 2007 or 2010
4.Click Approve or Reject link
