On : 11.1.9.2.0 version, Global Human Resources

ACTUAL BEHAVIOR
---------------
When attempting to add a manager for Person Number 991353, even with the approval set to auto approve, the transaction is going into a pending status.

EXPECTED BEHAVIOR
-----------------------
If auto approval is setup for ManageEmploymentApproval, then transaction shouldn't go into a pending state.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Person Management.
2. Go to Manage Employment task.
3. Add a new manager.
4. Review the changes.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot update the data for this employee.
