'Default' Expense Report Template Not Defaulting When Creating Expense Report

We have configured two expense report templates per BU, and have chosen one in particular to be the default template when users are entering expenses. When a user logs in to create an expense, however, the default template is not the one displayed.


1) Created a new template for an existing BU. Marked that as default.
2) Created a new user
3) When this user enters ER, the template from 1) is not defaulted even though the template is set as default.
