Activities List Choices Do Not Include "All Records I Can See"

Why "All Records I can see" doesnt appear in the Activities list?
As the Activities List Choices do not include "All Records I can See", it does not allow higher hierarchy managers to list activities for users in lower hierarchies.
For example, a Director should be able to list activities for a Sales Manager, who is a direct report, and also for users that report to the Sales Manager.
This is a limiting feature for managers at higher levels, and also an obstacle to creating activity reports for higher level managers.
