User Receives Forbidden Error After Password Reset or Password Change [Access denied with code 403]

The user receives a Forbidden screen when attempting to log into a CPQ site. The screen presents this message or a message that is similar to this: "You don't have permission to access /commerce/profile/change_password.jsp on this server."
A user's password was recently reset or changed.
