Unable to Populate Performance Documents for Employees

Eligibility Profiles and Batch Process do not produce eligible employees
Created two performance document templates and three eligibility profiles for Performance.
One of the templates has two document periods, and each is associated to one of the eligibility profiles.
The second template has one document period, and it is associated to the third eligibility profile.
When user run the Manage Eligibility Batch Process, it runs to Success status but when we log in as a manager or worker, none have access to a performance document non the self service pages.
Navigation: Navigator > Talent Management > Performance > Tasks (left pane) – Manage Eligibility Batch Processes (for the batch process run and results), or Manage Performance Templates (for the document templates), or Manage Talent Eligibility Profiles (for the eligibility profiles).
