Rate Preference is Ignored When Planning Orders with Itinerary Profile Constraint Added

Symptoms
When planning orders with an Itinerary Profile, and the "USE RATE PREFERENCE" parameter set to True, the rate preference is ignored. The Itinerary Profile is constrained on the the order constraint tab.
When Itinerary ID instead of Itinerary Profile is used, the rate preference works.
The issue can be reproduced with the following steps:
1. Set parameter "USE RATE PREFERENCE" = "Preferred Rates Only" or "Preferred Rates if Available"
1. Create an order release
2. Add a constraint of "Buy Itinerary Profile" on the order release
3. Bulk plan the order onto the shipment
4. Note that the shipment doesn't plan with the preferred rate offering
