Cannot Search All Contact I Can See (Or All Accounts I can See) Without Adding One Criteria (Doc ID 2045180.1)

Symptoms

On :  11.1.9.2.0 version, Search

When attempting to search All contact i can see
the following error occurs.

ERROR

If You are searching All Records you can see you must provide additional field to narrow the search


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Simplified UI > Contact > select select Search : All Records I can See
2. Get message :  "If you are searching all records you can see, you must provide a value in an additional field to narrow the search."
3. Then add a criteria : eg Primary Email address contains @gmail.com
4. Still get error message : "If you are searching all records you can see, you must provide a value in an additional field to narrow the search."
    even if added a criteria
4. add critarie Do NOt Call and check the box or not > search still message :
  "If you are searching all records you can see, you must provide a value in an additional field to narrow the search."

Due to this issue, users cannot refine search on basis of All Recods I can see seeded search
