Fusion INV - Serial Number Import gets Error "serial number information is invalid" in Both FBDI and TransactionManagerServiceV2 (Doc ID 2047175.1)

Symptoms

On : 11.1.9.2.0 version, Manage Inventory

ACTUAL BEHAVIOR
---------------
FBDI import of Misc transaction ends with internal error flagged "The inventory transaction manager could not process the transaction because the serial number information is invalid"  for serial transaction. 

 Fails both in the TransactionManagerServiceV2 and the FBDI interface. 
 
 Normal and lot based transactions are working correctly. 

EXPECTED BEHAVIOR

Expected that would fully process.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Import CSV file
2. Perform import step
3. Job finished normally but with flagged internal errors
