ISSUE

No organization costing rule is defined for the expenditure organization as of the transaction date.
Cross Charge Labor and time expenditure item results in error.
The Organizational Costing rule is setup please see attached.
ERROR
------------
No organization costing rule is defined for the expenditure organization as of the transaction date
STEPS
-------
The issue can be reproduced at will with the following steps:
1. Log time through time and labor.
2. Submit for approval
3. Approve.
4. Import Transaction into Project cost
