Getting Error: "Can’t upload (file). The server was unable to process your request. This issue may be temporary, so retying may solve the problem"

trying to upload a 90MB zip file to a folder in the Document Cloud Service. Tried both through the web client and the desktop client but both encounter an error.
The document goes most of the way to uploading but eventually fails. The error message
"Can’t upload “GL_JE_LINES”. The server was unable to process your request. This issue may be temporary, so retrying may solve the problem."
