New Hire Not Found, See Error in Workflow 'Client received SOAP Fault from server : access denied' (Doc ID 2048552.1)

When one user attempts to hire an employee, the transaction appears to be approved but does not get reflected in the database.

Review of error on server log shows:
Error while invoking endpoint "" from client; Security Subject: FBI_TRANSACTIONAL_BUSINESS_INTELLIGENCE_WORKER Client received SOAP Fault from server : access denied ( invoke)

The issue can be reproduced at will with the following steps:
1. User hires an employee
2. Approval notification received
3. Employee is not reflected in database.
