Cannot make an attachment at the competency level

Customer has a requirement that the Manager or Worker need attach supporting documents in case a person is rated 5 for a competency on a scale of 1 to 5 where 5 is the highest , during Worker Self evaluation or Manager evaluation

User can attach a document at the level of the Performance document but not at the competency level.
