Bulk Reconcile Fails with Error [User not found with login=*****, and companyId=******] (Doc ID 2051112.1)

Symptoms

An error appears on the Salesforce (SFDC) side when attempting to bulk reconcile users:

There was an error while trying to reconcile users with Oracle CPQ Cloud. Please check that the API Administration username and password are correct and that the Oracle CPQ Cloud site is listed in Setup->Administration Setup->Security Controls->Remote Site Settings.

In CPQ Cloud, bm.log contains more descriptive errors:
