Cannot Transfer Or Terminate An Employee - Error Message (Doc ID 2054038.1)

When attempting to transfer an employee to another company, the following error occurs.

User also tried a full termination in order to rehire her next, but the termination gets rejected. This employee is also a top manager, so many people depend on her for appraisals, and we are in the mid-year appraisal season, so it's even more important that all the data is accurate.

Object writer_eriveOriginalDateOfHire of type view Row set Iterator already exists

The issue can be reproduced at will with the following steps:
1. Go To Manage Employment > Update Employment
Effective Start Date: 10/2/15
Action : Global Transfer
Destination Global Employer: Vision2
2. Strange: no Assignment status change and receive error
3. The same happens on Next or Save or Back. User can only Cancel the transaction.
4. When trying to terminate, receive error message: You must designate one of the existing secondary work relationships as primary before terminating the primary work relationship

The issue has the following business impact:
Due to this issue, users cannot transfer this employee
