Not Able To See Business Unit Value In List of Value for Plan Administrator

Symptoms

Users are not able to see the Business Unit list of value (LOV) in search and create screens for some Fusion Incentive Compensation UIs.


STEPS
Login with a user that only has "Incentive Compensation - Plan Administrator < Business Unit > " role.
1. Able to see Business Unit LOV in Navigator > Compensation Plans
2. Able to see Business Unit LOV in Navigator > Credits and Earnings > Collect Transactions
3. Navigator > Participant Assignments > Import Participants ==> no list of value for business units
