Termination Fails with Error: WorkflowServiceEngine request to SOA mesh failed, <jobId>-999999</jobId>

On : 188.8.131.52.0 version, Global Human Resources
When attempting to terminate an employee,
the following error occurs.
Changes to this data are pending approval.
You cannot update this data until the approval completes.
Notification details/server logs show further detail:
WorkflowServiceEngine request to SOA mesh failed.
Request operation getJobDetailsForNewAsg from default/HcmEmploymentTerminationsComposite!8053621_21192062/TerminationsApproval to JobServiceV2 failed with error: oracle.j2ee.ws.client.jaxws.JRFSOAPFaultException: Client received SOAP Fault from server : access denied
The issue can be reproduced at will with the following steps:
1. Navigate to Manage Work Relationship for a specific employee
2. Receive error
The issue has the following business impact:
Due to this issue, one specific employee cannot be terminated in Production.
