When attempting to terminate an employee,
the following error occurs.

Changes to this data are pending approval.
You cannot update this data until the approval completes.

Notification details/server logs show further detail:

WorkflowServiceEngine request to SOA mesh failed.
Request operation getJobDetailsForNewAsg from default/HcmEmploymentTerminationsComposite!8053621_21192062/TerminationsApproval to JobServiceV2 failed with error: Client received SOAP Fault from server : access denied

The issue can be reproduced at will with the following steps:
1. Navigate to Manage Work Relationship for a specific employee
2. Receive error

The issue has the following business impact:
Due to this issue, one specific employee cannot be terminated in Production.
