FTP Bulk Uploads are not Updating or Data is Out-of-Date (Doc ID 2056262.1)

The primary symptom of this issue is that bulk uploaded data will either not be processed, or the data processed will not match the data that was uploaded.

More specifically, if there is a daily bulk upload, the data processed will be from the previous day.
