Unable to See Past Timesheets in Drop-Down After Changing Time Zone to Brasilia

Symptoms

ACTUAL BEHAVIOR
---------------
Unable to view timesheets from drop down when using Brasilia time zone setting on computer.

EXPECTED BEHAVIOR
-----------------------
Expect to be able to view timesheets when using any time zone.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into Team Member.
2. Timesheets tab.
3. Notice timesheets are selectable from the drop-down.
4. Log out of Team Member.
5. Change time zone on computer to Brasilia by going to Clock | Change data and time settings | Change time zone.
6. Log into Team Member.
7. Timesheets tab.
8. Notice timesheets are no longer visible from the drop-down.
