OIM User Creation Request Stays In Obtaining Request Approval Status (Doc ID 2057165.1)

Symptoms


When creating a user in Fusion Applications, normally a user account will be created in OIM via SOA SPML Integration between Fusion Application and OIM But for some reason in OIM the status of the request is currently "Obtaining request approval" and it should be "Request Completed".

Steps to Reproduce Issue

1. Create/ Hire user in Fusion application
2. User provisioning request gets submitted to OIM
3. User account does not get created in OIM
4. OIM Request stays in Obtaining request approval status
