Territory Assignment does not work with imported Addresses (Doc ID 2058294.1)

Symptoms

On : 11.1.9.2.0 version, Accounts, Contacts, Households

You have territories set up for based on geographies. They have a total of 70,000 customers, however only 40,000 are getting assigned correctly.

The customer data is coming in through an integration and it appears Sales Cloud is just not recognizing the address. When setting up geographies, you have imported nokia data, and it's set up down to the postal code level.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to OSC

2. Open Accounts and Customer

3. Assign account to territory

4. The assignment does not take place but there are no errors.

5. Save the Address record by setting the fields exactly the same

6. Re-save

7. Run the assignment and it works fine.
