Create Project call from Web Service ProjectDefinitionPublicServiceV2 fails with error

Problem Description
----------------------
USer invoke the createProject operation of ProjectDefinitionPublicServiceV2 , receive a soap fault. 


The Project is getting created successfully when the ProjectDff is not passed in the request.

https://host.port:443/pjfProjectDefinition/ProjectDefinitionPublicServiceV2?WSDL
