Symptoms
When attempting to upload tax rates from spread sheet,
the following error occurs.
ERROR
-----------------------
Combination of tax regime code - US_SALES_AND_USE_TAX, tax - STATE, geography type - STATE and geography name - LA is not valid.
Jurisdiction - ST-190000000 upload failed as the Geography Name - LA is not valid.
ZX_STATUS_EFF_FROM_INVALID : Enter a start date that is within the effective date range of the parent tax of 1/1/51 to 12/31/99.
