Unexpected Mandatory Field Appears When Adding A Value To A Specific Value Set

Information in this document applies to any platform.
Trying to create a new value for a value set attached to a segment of the chart of accounts (COA).
Example: Segment name: Store; Value Set name: Store.
When going to the Create Value UI there is a field called 'State' and it's mandatory. The field appears below
fields Start Date, End Date, Sort Order.
If no value is entered for the State field then an error comes up:
Error: A value is required.
You must enter a value.
This mandatory field only appears for the specific value set.
