Rel 10 Unable to perform any task in Goal Management due to application error (Doc ID 2059860.1)

Symptoms

On : Fusion Goal Management Cloud Service, 11.1.10.0.0 version, Goal Management

When we try to add a new goal for a subordinate or if the employee tries to enter a goal for them-self we get error. It then says the goal was added but in fact it was not.

the following error occurs.

An application error occurred. See the incident log for more information.

The issue can be reproduced at will with the following steps:
1. Sign in Goal Management
2. Try to add new goal and notice system gives above mentioned error
