Fusion Performance Management: How to match Calculated Overall Rating With the Performance Rating Description That has been Configured (Doc ID 2060176.1)

Goal

 On :  Fusion Performance Management, 11.1.8.0.0 version, Manage Worker Performance

ACTUAL BEHAVIOR

Calculated Overall Rating does not match Performance Rating Description that have been configured  

When in performance management as a manager > overall Summary tab > Calculated Overall Rating does NOT always match Performance Rating Description that have been configure.

Example 2.9 or 2.8 should equal = Partially Meetings expectations.  Yet it is displaying in the UI as 2.8 or 2.9 = Fully Met Expectations which is incorrect.
Where do I set the range for this?  I thought it was under > Performance Rating Model > Review Points

STEPS

The issue can be reproduced at will with the following steps:
1. Sign in performance management as a manager
2. Navigate to overall Summary tab
3. Notice  Calculated Overall Rating does NOT always match Performance Rating Description that have been configure.
