P6 Professional ClickOnce Install Fails With "Access to the path 'C:\ProgramData\Oracle\Primavera P6\P6 Professional\$filename' is denied." OR "Exception EOleException In module PM.exe at 001014AA. Access Is Denied"

When attempting to install P6 Professional via ClickOnce with a user that does not have administrative rights on the machine, the following error occurs during ClickOnce installation if workstation already has a P6 Professional installation from another user:
Access to the path 'C:\ProgramData\Oracle\Primavera P6\P6 Professional\prmbootstrapV2.xml' is denied.
Task P6ProR83Cloud.PrmBootStrapCopyTask failed.
Access to the path 'C:\ProgramData\Oracle\Primavera P6\P6 Professional\empty.db' is denied.
Task P6Professional.CopyEmptySQLiteDBTask failed.
Access to the path 'C:\ProgramData\Oracle\Primavera P6\P6 Professional\SQLLiteDBWithoutSampleData.db' is denied.
Task P6Professional.SQLLiteDBWithoutSample failed.
Access to the path 'C:\ProgramData\Oracle\Primavera P6\P6 Professional\SQLLiteDBWithSampleData.db' is denied.
Task P6Professional.SQLLiteDBWithSampleTask failed.
Exception EOleException in module PM.exe at ###. Access is denied.
STEPS TO REPRODUCE:
- Install ClickOnce logging with user1 (o/s user) nonadmin or admin user. Application installs successfully.
- Login with another user2 (o/s user) with non Administrator rights. Download is fine but when installation begins the noted errors above occur.
- Note, the error also occurs when attempting to launch P6 Professional via the Start Menu.
