Need Data Fix On Start Date for Site Information

On : 220.127.116.11.0 version, Customer Account Details
Customer Acct Site Uses loaded in PROD using the web service. The start date of the site defaults to the date it was loaded (SYSTEM DATE).
This was NOT the result of product failure. It was assumed that the start date from the SITE would default. However, the SYSTEM DATE defaulted instead.
For every site use, no exceptions, the default date should be 01-01-1901 (this is the same date used for all customer accounts and sites.
The issue can be reproduced at will with the following steps:
1. Load customer account sites using the web service.
