Charge Account Generation Not Working After Release 10 Upgrade (Doc ID 2062159.1)

Symptoms

On Applications 11.1.10.0.0:
When create a requisition the charge account is not getting generated.

-- Error
Line1: Charge account cannot be generated for distribution1.
Cause: The function adxx_xla_00201_tad_c_00001_pvt.get_flexfield_segment failed because of database error: ORA-0000 normal, successful completion.
Action: Contact procurement application administrator.

-- What is working
These rules were working fine in Release 9 and since the upgrade to Release 10 these rules have stopped working.

 -- Steps
The issue can be reproduced at will with the following steps.
1. Create Requisition
2. Error occurred > Charge account cannot be generated for distribution1.


Changes

 Upgrade to release 10
