On : 11.1.10.0.0 version, Performance Management
ACTUAL BEHAVIOR
---------------
Manager is not able to see the participant details in competency section.
The setup was configured in such a way that participant role can rate and comment against each item in goals and competency section. as participant is able to give ratings and comments in feedback request. but when manager is login they are able to see details only for goal section not competency section. section configuration for goals and competency is same.
EXPECTED BEHAVIOR

Manager's should be able to see the participant ratings in competency section also

The issue can be reproduced at will with the following steps:
1. Go to manager evaluation
