Unable to View Contact Details in Organization Chart (Doc ID 2065625.1)

Symptoms

When accessing the organization chart, if the login user with only privileges of Line manager and Employee, the user will not be able to see other people's contact information if the people's supervisor does not have contact
information.

For example, we define the organization structure with 6 people: A, B, C, D, E and F.
A: Top level, subordinates are B, C, and D. (A has privilege of Line Manager and Employee.)
B: Line Manager, subordinate is E. B has no contact information. (B has privilege of Line Manager and Employee.)
C: Line Manager, subordinate is F. C has contact information with email and telephone number. (C has privilege of Line Manager and Employee.)
D: Employee. supervior is A. (D has privilege of Line Manager and Employee and HR Specialist View All.)
E: Employee, supervior is B. E has contact information with email and telephone number.
F: Employee, supervior is C. F has contact information with email and telephone number.

Scenario A: If we login by user A or C (they both have only privilege of Line Manager and Employee), in the org chart:
1. We cannot see E's contact information, because E's supervisor B has no contact information.
2. But we can see F's contact information, because F's supervisor C has contact information.

Scenario B: If we login by user D (D has privilege of HR Specialist View All), in the org chart:
We can see contact information of E and F, because D has privilege of HR Specialist View All.

Scenario A seems to be incorrect.
