Engagement Engine Rule Not Firing As Expected When Clicking Back Button (Doc ID 2065836.1)

Goal

I'm having trouble getting a rule to fire.

To repro:
- Go to site
- Click the link at the top to go to the next page
- On the resulting page, click to go to the next page
- From the resulting page, click the browser back button to return to prior page. I'm expecting the rule to be true here as all conditions are met, but it is not.

One test I have done is to remove the Previous Page URL condition, leaving the first two conditions. The rule fires in this case.

Also, I have tested a rule that has the URL string I'm using in Previous URL condition as the Current Page URL condition (one and only condition for this test rule). And the chat fires there as expected, so I know the system can use this URL rule syntax.

But why is it not firing when I put all 3 conditions together?
