Bulk User Reconcile Is Failing [The partner login ***** is already being used. Please use a different partner login.]

When attempting to Bulk User Reconcile with a CRM, for example SalesForce, the Admin may receive the following error:
There was an error while trying to reconcile users with Oracle CPQ. Please check that the API Administration username and password are correct and that the Oracle CPQ site is listed in Setup>Administration Setup>Security Controls>Remote Site Settings
Additionally, the bm.log in Oracle CPQ Cloud may state the following:
[ERROR] com.bm.xchange.ui.AbstractPage.reportError(AbstractPage.java:1914) - Reporting Runtime error (class com.bm.xchange.db.BusinessLogicException): The partner login ***** is already being used. Please use a different partner login.
This bm.log error may also be found when attempting to manually change the partner login info or when bulk uploading partner login info.
Partner Login for User A was added to User B.
