Error In Address Validation When Creating Partners.

On : 18.104.22.168.0 version, Partner Management
When attempting to add address on Partner the following error occurs.
You cannot save this address because at least one of the address elements is invalid. (HZ-120485)
The issue can be reproduced at will with the following steps:
1. Open an existing Partner/ Create a new Partner
2. Fill in Address field
3. Error message is displayed
