XML Import (Primavera P6 or MSP) Failure Error: "Cannot Schedule Job. Please Contact Administrator To Correct The Problem." or "The Job Request You Submitted Did Not Complete Successfully" (Doc ID 2067179.1)

Symptoms

When attempting to import a Primavera P6 or Microsoft XML project, the following error occurs:

ERROR
-----------------------
"Cannot schedule job. Please contact administrator to correct the problem." or "The job request you submitted did not complete successfully."

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

  1. Select File, Import
  2. From the import window select Microsoft Project (XML) or Primavera P6 (XML)
  3. Click "Next" and then "Select"
  4. Locate the .xml file.
  5. Click "Next" through the Template screen and then "Finish".
  6. Note the error which occurs
