Error "Application encountered technical difficulties" When Launching Sales Cloud For Outlook After Installation (Doc ID 2067943.1)

Symptoms

On : 11.1.9.2.0 version, Microsoft Outlook

ACTUAL BEHAVIOR  
---------------
Customer has installed Oracle Sales Cloud for Outlook. After entering credentials when running First Run Assistant, he gets error "Application encountered technical difficulties. Please check your user info and try again."

Any credentials for any environment give same issue.

EXPECTED BEHAVIOR
-----------------------
First Run Assistant should run without any error

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Install OSC for outlook
2. Launch first run assistant

General Log file does not show any specific error. Soap dump also shows only one line.
