Fusion Goal Management: Enhancement Request - Ability To Transfer Ownership of Goals to a New Manager/Employee After Current Manager is Terminated (Doc ID 2070265.1)

Qn1:When goals are created for an employee by a manager, the employee cannot delete the goals. But if the manager is terminated OR if the employee is a Global transfer and the goals were created by the previous manager, then neither the employee nor the new manager can delete/remove the goals from Goal Management. They get a message saying "You cannot delete the selected goals because they were assigned to you. You can only delete the goals you added. (HRG-3120142)"
In this case only the HR Specialist can delete the goals. Can have a functionality where in the goal is owned by the new manager of the Global Transfer so that the new manager can delete the goal if required?
Qn2:All new managers should have the ability to delete the goals created for their direct reports by the direct reports previous manager.
