SSO: Enable SSO Language Preference Does Not Work

Information in this document applies to any platform.
A zone has multiple languages activated, and the setting "Enable SSO Language Preference" is enabled. However users without any SSO language preference (SmartOrg user account preferences, "SSO Preferred Application Language") are not prompted to choose a language. With "Enable SSO Language Preference" set to Yes any user without a value for "SSO Preferred Application Language" is supposed to be asked for their SSO language preference when accessing via SSO.
