Rehires are failing with error message

STEPS

The issue can be reproduced at will with the following steps:
1. Click on `Create work relationship¿ to start with the rehire process
2.Start of the rehire train, enter necessary information in every page and  navigate to the review page
3.Transaction gets approved but doesn't commit to database, Fails with error
