PJF: Project Type Can Be Created Without Entering Required DFF

User has defined a required DFF at project type. Application allows to create a project type without this required DFF values. This impacts in purchasing, if a PR is entered on a project that is linked to this project type, the accounting keys can not be derived because one of the TAB rule is based on this DFF. Once the project type has been assigned to a template/ project, user can no longer populate the DFF and receiving following error -

Expected Behavior
You should not be able to create a project type without having entered the required DFF.

Steps to Replicate
1. Define a required DFF at project type level
2. Create a new project type and notice that the project type has been created without entering the required DFF.
