TCC: Windows Scheduler Does Not Run a TCC Bat/Script (Doc ID 2074375.1)

Symptoms

Microsoft Windows Scheduler fails to run a TCC bat file/command with the task set to use "run whether user is logged on or not".  
However if the task is set to use “run only when user is logged on” the Scheduler runs the task without any problem.
