TCC: Import Error - "invalid ISO-8601 datetime" (Doc ID 2074733.1)

Symptoms

1.  A TCC import of a date/time value that uses time/time zone offset of  "00:00-00:00"  (e.g., 2015-10-30T00:00:00-00:00)  results in an "invalid ISO-8601 datetime" error.

OR

2.  Error:    Invalid ISO-8601 datetime: the field day of month may not be followed by the character ''; expecting 'T'.
