On : 220.127.116.11.0 version, Performance Management
There should be an approval for Goal Setting in the Performance document itself.
While an Employee Begind with creating a Performance document, and Sets it Goals and COmpetencies. The client needs and Approval cycle for this task also. After Goal Setting, The Goals should be routed to the Manager where he can approve or Deny the Goal Setting. Once he Approves the Goals should be Freezed and the employee can carry on with self evalutation.
Once The goal is fixed after approval The HR should only have an eligibility to change the goal if required.
