Goal

Some of the employees in Pennsylvania are errorring out when payroll is run, with incorrect PSD code.
When saving an employee record which has a PSD Code starting with ZERO, the system is truncating the ZERO and saving the rest of the digits.
For example, if the PSD Code entered is "061702", then the system is saving it as "61702".

ERROR
Error was encountered when processing payroll relationship xxxxx.
An error occurred when processing element {ELEM_NAME. (ETNAME=US_FEDERAL_INCOME_TAX_PROCESSOR)
