Symptoms

When attempting to open outlook layout in Application composer,
the following error occurs.

blank window pop up with OK button


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. open Application composer
2. click on Outlook layout
3. see error

The issue has the following business impact:
Due to this issue, users cannot customize Outlook pages.
